Well, that is a squirrely way to do it. Leave it to Capital One. This is just plain messed up! That puts Cap1's secured card just above Credit One's secured CCs. I have always thought that Discovery's secured card is the way to go if you can get approved.
Capital One is currently not graduating their secured cards.
There has been no clear answer from them if graduation will resume in the future or not. They still offer steps increase for their secured card.
The only way to get the deposit back at this time is to close the card.
CSR will tell you just about anything. A lot of times, it wont be accurate. That's just how it is
