CA not using collection language

I got a letter from one of those CAs trying to pass for a Law Office (it's a sham they don't get disbarred after 40 years of doing this).
Anyway, on their second correspondence to me, and despite being under DV request, they forgot to use all the usual collection language on their letter: does someone remember what statute they are violating?
I could not find one quickly, and I assume there is no standard letter to send them before suing for this, right?

Sect. 809 covers dunning letters. And no, there isn't a standard letter. You'd have to customize your own.
