CA's Reporting as Creditors. This legal?

I have a few CA's on my CR that are reporting as open accounts, with credit limits, and they're using legit creditor classifications i.e. retail, financial etc. Is this legal?

Who's the collection agency. They can show a balance owed.

I have a small collections account with Verizon which shows a "balance". These accounts do not. They have a "high credit", "past due", and aren't reporting in the "collections" area of my CR. They're in the "closed accounts" area with "collection account" in comments.

They can report like a regular CA would. JDBs cannot report a monthly payment history like an OC can.
