CLI Manual review for JCPenney? Anyone have any info?

Does anyone have any information as an email, address or anything that might help me get a manual review for a CLI for JCPenney?  Please tell me your story of success or denial.  Thank you.

The person I spoke to at JCPenny was mistaken my credit limit increase request was approved and my limit went from $160 to $1,200.00.
