Can a small increase on a dormant card drop your score

I just got hit with a $193 bill on a CC thats been dormant for a year. Its a card that was issued by AAA and they charge their memebership fees on it.

No big deal right?

Wrong!! dropped my score some 18 pts.

I give up.

Last time I got hit like that was when I missed a $15 payment on a card I thought I'd paid off.

I'm in the middle of trying to refinance my house. I am so tired of this crap.

When is someone going to wake up and get rid of this bogus system.
