The FDCPA does not mandate licensing of debt collectors as a requriment under the federal FDCPA.

Licensing is under state law, and some states require licensing, while others dont.

Check your state law, and if it mandates licensing, file a civil complaint under your state code.

 

As for lack of response to a DV request, there is no requirement that a debt collector ever respond to a DV request under the FDCPA.

If timely, a DV imposes a cease collection bar, which remains in place until the debt collector first sends validation.

They can choose not to respond, and simply cease continued collection activities.

There is no violation based on lack of response to a DV, even if the DV is timely.

Florida requires CA's to be licensed. How would I file something under state code against the CA?

Talk to a CONSUMER ATTORNEY  they are certified as such.  Because of Mrs. Backwoods common name and the other party nearby with a same name but terrible credit we get calls and letters from JDB for the other MRS Backwoods all the time. Many of these JDB and collection agents violate state law and federal law regularly. . We have collected over $5K in FDCA violations in the past 3 years for collections acts against DW for debt that not even hers.  I like free money. This helps pay for the ones that take forever to fix.
