Does a CA have to contact me before reporting an account on my CR?

I have an account which I have no knowledge of that recently showed up on my report. I disputed it once and it was removed because it had the wrong social. Now it has reappeared and after disputing it again I was informed it was verified by experian. Are they supposed to contact me before they are allowed to report?

No, a CA does not have to notify you before reporting.

 

Because it was removed due to a dispute, the CRAs have to certify the debt is valid before it can be reinserted, by anyone.  When it is they have 5 days to notify you.

It was reinserted under a different account number. So, technically it was not the same account. I am going to send the CA a DV letter because the whole thing smells a little fishy.

I don't think the account number matters.  If it is the same debt if anyone tries to report it the CRA has to verify it to be valid. 

 

I would send the DV.

And yes, if it was the same debt, they would have to notify you about putting it back on your CR.
