Total utilization is for all cards combined. For you, it's 50/1300= 3.8% or 4%. Also note if you have one card at 90% of the card limit while all other at 0 balance, it could negatively affect your score eventhough the TU is under 30%.
Let's say both Capital one and Chase is $0 balance while WF is at $290. Your total utilization is 22% (which is okay), but each CR will calculate differently and that WF balance will cause your score to go down.

Both total UTI and inividual UTI as well as the number of accounts with balances are all part of the Credit Utilization portion of your scores.
