HIPPA question, CO not accepting payment??

I talked to the OC for a medical collection, was told they cannot accept payment for my account because 'its no longer in the system'

are they obligated to accept payment and if they are not and refuse it whats next???

Who is reporting the OC or a CA.  what is the date of service?

Both CA and OC are local ones, reported in April 04. CA is CBC/Data Central Collections local office out of Fresno, CA
