HP INQ from USAA while I was out of country?

I just found, what appears to be a HP/INQ, from USAAFSBCC on 2/28.

 

I was out of the country?!  Is there anything I should/can do about this?

5/2012: 560 credit scores across the board
12/2014: 750+
3/2017: 780+
11/2019: 833
2/2023: Experian via Chase United Explorer CC pull - 891

Is it a soft inquiry or a hard inquiry?

It's showing under my EQ file that list INQ that MAY be affecting my credit score.

5/2012: 560 credit scores across the board
12/2014: 750+
3/2017: 780+
11/2019: 833

Without seeing it, my uninformed guess is that it was a promotional inquiry, and if you pulled your actual report it would not be listed as hard inquiry

 

I had soooo many freakin inquiries on my report until I opted out of promo stuff.. all were soft tho..

You should call. That looks like a hard pull and if you didn't app, ask for CLI or ask for a new product, you better make sure nobody else did while you were gone.
In wallet: Ink Plus 10k, AMEX TE 25k. In bag: CSP 16k, USAA WMC 15k, Hyatt 13k, United MPE 12k, AMEX HHonors 3k. In SD: Cap 1 QS 5k, Discover IT 7k. FICO 08 says my EQ is now 844, was 510 in 2010.

I don't have any CCs w/ USAA. Only checking/savings/Auto ins. policy.
