I read over some of Encore's documents.  It seems they have to contact the consumers to notify them of their reimbursement.

Wait, I'm not seeing Midland in this article-I'm only seeing Encore & Portfolio. Is mane part of one of these company's?

Let me correct midland is a subsidiary of Encore capital
