Hey all,
Have a couple inquires that I know aren't mine, and one that might have been from a baddie that aged off. These are all inquires that are HPs, I'm not super worried about them since my legit inquires are after them, but I figured it was worth asking. My fear is that it might trigger a fraud alert. Before I found these forums I tried disputing with Equifax since they let you do it online, and always come back with: "Inquiries are a factual record of file access. If you believe this was unauthorized, please contact the creditor." Why even let me dispute it online then?
Anyway here's what on all my reports, I've bolded the ones I know aren't me, italized the ones that might be old CAs but they're not on my report anymore, and the plain ones were just me being stupid

Disputing will almost certainly not work -- They are very, very rare to have success with inquiry disputes.
If they are not yours, you should file an indenity theft report with your local police department. If you send that to the CRAs they will remove right away

The issue with inquires is that the CRA can fill a request for a consumer's credit report as long as the party has provided a statement of permissible purpose that meets one or more of the situations set forth in FCRA 604. That statement is self-certifying, and as long as the CRA has no independent basis to question the truthfulness of the stated purpose, they provide the credit report. Once the report has been provided, the cat is out of the proverbial bag, and cannot be "undone."
The CRA is indirectly stating that the inquiry included the required statement of permissible purpose, and thus the issue is not with them.
If the consumer has basis for contesting the accuracy of the inquiree's permissible purpose, they are passing the buck to the consumer to provide some basis, such as contacting the inquiree and determining what they provided as their permissible purpose.
If the consumer can provide independent showing that the requestor provided an improper permissible purpose to the CRA, then there might be basis to contest.
Otherwise, they are not going to challenge its accuracy.
A major problem in contesting the basis for an inquiry with the party who requested the report is that all issues pertaining to credit report inquiries are specifically exempted from the direct dispute process under the implementing rules at 16 CFR 660.4.
Thus, a consumer cannot require response by way of direct dispute of the accuracy of the inquiry. The basis for that exemption is that direct disputes pertain to the accuracy of credit reporting by a "furnisher," and credit inquiie are not the reporting of information to a consumer's credit file. They are just the opposite.... a request to see what others have reported.
In the end, the only way to force consideration of a dispute over a credit report inquiry is to get the issue before a court, and thus require the inquiree to produce documentation of their permissible purpose. By the time that process wends its way, the inquiree has almost always passed one year, and thus is no longer affecting the consumer's scoring. Few are inclined to bring civil action to contest a credit inquiry.
