Is possible to do a PFD for a judgement?

I'm helping my sister with her already bad credit and what pops up but the mother all baddies...a public record! She says it's from taxes that she owes. It's about $800. Is it possible to do a PFD for judgments and if so to whom would she try to enter an agreement?

The first logical point of contact is the agency to whom the tax is owed...many will in fact remove in exchange for payment.
