Collections dont increase Fico score something else did and offset the collections reporting. If this is still within your states SOL I would not send and cease and desist as they can still sue, get the judgment and wait till you get other monies not protected and no they wont just delete them since your income is currently protected. Here are the normal steps to go through to pay medicals and get them cleared from your CR, you might have a shot a charity or other type of abatement since you are disabled.
For unpaid medical debt that is reporting on your CR:
1. Call the OC and see if insurance can be billed, if not then
2. see if you qualify for Charity Care, if not then
3. ask that they recall the collection in exchange for full payment
4. Send the reporting CA a PFD offer
5. Google the HIPAA Process and contact its creator for help
