She's actually in a good position right now. This debt is old, and getting older. I wouldn't worry about the HIPPA process, by the time you go through all of that, they'd fall off anyway. I'd contact the CA, have all the debts they have rolled up into one and offer to pay a small fee.
I have recently pulled my credit report and found that you have multiple listings for debts applied to my report. I do not recall incurring these debts, however I would like to clear this matter up. I understand these debts have passed the statute of limitations for my state and are scheduled to be excluded from my reports in a short while. As a gesture of goodwill I would agree to pay $XXXX if you are willing to return the gesture and remove any and all postings by your company to my credit report.
You can change it up a bit, however you like it. I just like to pay something on these old debts so they don't show up with bottom feeders down the line.
