PFD maybe?? In the letter tell them that you never recived any notice regarding the account in no way shape or form.
Also that you dont affirm or deny the account, However to resolve and remedy the situation you are willing to pay 40% of the total debt by such date in exchange for them to remove the accounts from your credit profile.

If your questions pertain to the legitimacy of their reporting, a debt collector can report their collection on the same debt that is also being reported by an original creditor.
Additionally, a debt collector is not required to provide any notice prior to reporting their collection to a CRA.
If the debt is legit, and the goal is to delete the reported collection, then making a pay for deletion offer is the appropriate step.
You can offer to enter into an agreement to make payments in exchange for their agreement to delete once all payments are made, but chances of such an conditional PFD that is not supported by settlement of the debt is slim.
