Proportion of balance to limit on accounts is too high.???

I just got denied for an auto loan (again) and one of the reasons listed was "Proportion of balance to limit on accounts is too high." Makes no sense at all to me because I've got 2% utilization across all of my accounts and 9% on the most utilized individual account. I have about $16,000 in credit limits and only about $400 in current balances. I also have $800 left on an installment loan, so a total of $1,200 in debt across all of my accounts.

 

Why the heck would it be saying my balance to limit is too high? The only thing I can think of is that it's still pulling my old report. I had 3 CO Amex accounts and Amex finally reported $0 balances for all 3 of them two weeks ago. And by two weeks ago, I mean it showed on my report that I pulled as of two weeks ago. 

 

This decline was with PenFed and I had applied with them previously 25 days ago and got declined. Are they just using my old report and not pulling the new one?

what do the inquiries show?  Did you just pay the balances down?  If so , maybe they arent reported that way yet?

AFAIK, Penfed uses the same report for 60-90 days.  You can probably call them up and specifically request that they pull a new report.
