I second what @dragontears says. Additionally, most TRUE PRE-QUALS/APPROVALS will list a specific APR and not a range with a gap as wide as 7%.
I'm a Chase client of 10 years and know this to be a FACT. Save the HP until scores improve after your BK. Probably shouldn't be apping for anything at this point anyway (I'm not a real Lawyer...I just know how to pronounce really large words.)
