Shopping Cart Trick (SCT) - Pop Ups but then a message that my application needs review

I have received the SCT several times over the course of rebuilding my credit from a Chapter 7 in 2018.  The last two times, Frontgate and Ballard's, I said "yes" and filled out the information, including only the last 4 digits of my SSN, and then it said my request was under review.  I wouldn't have even tried if I'd known I wasn't accepted.  What's the point of the pop up if they are not going to give you the card.  They say you are pre-approved based on your credit.  I would think that getting a pop up means they have already checked your credit.  I'm a bit confused as to why it works sometimes and why it has to be reviewed at other times.  Any thoughts?

Its marketing. I had 2 rather large SCT threads a few years back to see who HP's or SP's for approval. Its a YMMV thing. Just how the system goes. Even with the larger banks its the same thing. All comes down to if your file matches their protocol for approval. SCT or not. Hope you get approved.
