If they are offering a PFD but one of the conditions is the form of payment, I would jump on it.
They are permitted to place negotiating conditions on the form of payment since you are requesting a PFD.
If you refuse to accept other forms of payment, then you have no contract agreement relating to any PFD acceptance.

+1 i would take that deal, i would however recommend getting it in writing even with the weird payment type. I have been told PFD and then once i paid was told that never happened or the company doesnt do that.
You can always check with your Sec of State to see if they are licensed to do business in your state.
If youre concern you can send a check via certified mail to them or offer to pay via check or debit/credit card. While its not against the law to do it via moneygram, I do feel it seem abit sketchy to do it that route when they could offer to do it via ACH, check, or debit/credit card. I would recommend getting it in writing or call the main number and ask if you could pay through a different method.
Have you confirmed that this JDB is the owner/agent to actually collect this debt - is the debt valid? "Requiring" payment by a specific "cash transfer" method or "gift card" type transfer seems strange. There are many ways to get funds between point a and point b, my concern is that once you send the funds you may find out that JDB/agency did not actually own the accounts - there have been more than a few news articles on this - note the first two articles specifically mention "payment options".

I know the debt is valid, I thought it was weird that she called and then didnt know about the PFD i sent. I just feel concerned sending funds via moneygram. TekCollect does accept Moneygram payments according to Moneygram website but I just feel uncomfortable sending funds that way. Especially when I can pay it via credit/debit card which is faster and goes right to the company. I may have to call their main number again instead of the number she sent me. I wouldnt have a probem doing it that way if it was a company I knew well and trusted such as Snap-On and it was going to a head guy but I talked to Nikkie and she told me to make it Attn: Nikki. I mean I am sure its a legit way to pay them but maks me uncomfortable.
Scroll down through their complaints. You will see that on 2/27/2018, someone filed a BBB complaint saying that they agreed to PFD but never deleted after getting payment. Tek Collect replied back that they were deleting all credit reporting. If you have the same problem, file a BBB complaint....it seems to get results.
