Get on the DNC List

if you do not have a business relationship with them they should not call you.

also, when answering, alert them that you intend to record the call

and if they choose to stay on the phone that they are giving you permission to record

(this protects you if they are in a state that does not allow recordings without consent)

lastly, tell them that all correspondence must be in writing

then block the number.

if this is legitimate they will mail you

Unfortunately, being on the DNC list or recording a call will not stop scammers.   They don't care if they are recorded because they don't care about the law and, more than likely, cannot be located.
