Will applying for a secured credit card result in hard pull?

If I appply for a secured credit card from JusticeFCU, would it result in a hard pull?

I applied for membership and their secured card (because minimum deposit was only $100 or something like that). They called at 2-3AM my time to tell me why they were denying my applications. Honestly, I don't remember what they said, I just barely remember saying "OK, can't help that" and going back to sleep. LOL. Just lost $$ joining NSA, which wasn't cheap IIRC. They pulled Chex and EQ. I might have another go at it before the NSA membership expires, I guess.

Most times it will result in a HP, but I know that OpenSky doesn't do a HP for a secured card. The downside is a $35 annual fee and it never graduates. But they report to all three bureaus and are pretty reliable.
