New to eBay / PayPal

I'm new to ebay and had a question. I won a bid for an item. The seller sent an email about ten minutes after payment that my item shipped with a usps tracking number. It has been two weeks and the tracking still says "label created, not yet delivered to postal service."

I've contacted the seller twice without a response. Do I need to contact ebay or PayPal to try to get a refund or resolution?

Yes, time to contact Ebay but they won't issue a refund until after 30 days.  I'd also check the feedback of the seller in the recent weeks to see if this is a pattern.  Wish you luck

Both Ebay and Paypal have things in place for this kind of stuff so just follow their procedures.
