There literature I'm seeing States 12-48 months of consecutive payments, but I'm not sure if that's only for private loans. It was also included in the Navient lawsuit as they allowed people to pre-pay, disqualifing them from the release. Definitely something I'd ask Dept of Education directly.... Eventually. :-/ Great question.
