So to get BofA BBR quarterly rewards, there needs to be a balance carried. If you have multiple BBR cards, wouldn't you need multiple cards reporting balance which would hurt your utilization score right?
It depends if multiple cards reporting balances impacts your profile/score. It's not the same for everyone. Some people can let several cards report balances and it doesn't have a negative impact on their score. I can let all of my cards report small balances and my FICO 08 scores don't change at all. I know with other models like auto/mortgage scores the number of cards reporting balances has a greater impact.

My profile is pretty thin.
When you have several cards and some history, letting 2-3 cards report a small balance is not an issue.
If you want/have several BBR cards, you need to decide if it is better for you to get the bonus for each card or your score. If you are not apping for anything for a while, you don't need to maximize your score every month.
The ding is for having half (or more) of your cards reporting a balance. We shout the 1 small balance from the rooftop talk because most people here don't want to be in revolving credit card debt.
