I also have all three frozen and here at MyFICO, I had to unfreeze EX to enroll in the 3B monitoring. When I signed up for CCT I did not have unfreeze anything. I think it depends on which company you are utilizing. I get all my monthly FICO scores for free with all reports frozen so, as always, YMMV.
On a side note, I only had to place a temporary lift on my reports no matter who I had issues with. Once I was signed up for monitoring, I had no issues with monitoring once all three were frozen once again. YMMV.
