Trying to Get to 700 Next Month - Help!

My last Experian score from 12/2008 was 691.  I'm trying to get back to 700 by February.  I just paid off one of my AMEX charge in full...Carried a balance  Payoff doesn't appear yet. My dilemma: Should I pay off $900 Dell account at the end of the month (one less Credit Card payment). Dell CL is 5500.  Or should I pay off half of a LOC of $2000?  The rest of my balances are decreasing...No new charges.  Will this help at all?

Maybe get the revolving to just under 10% and put the rest on the LOC?!

That's a possibility...Thanks for the advice.  This is incredibly frustrating because my EX score was above 700 less than two months ago.  I believe they dinged me for using a card that had been inactive for six months although I paid in full before the next statement...Frustrating!
