My questions is: if your score changes due to the removal of an item from the credit report will that trigger an alert? I currently have my current set as my target score. I am expecting a few CA's to fall off this month due to successful DV & HIPAA letters. I will additionally have my CC's report lower balances and as that in itself will not trigger an alert would it due so if the bal decrease results in a score increase?

In my experience, by setting my target score to my current score, I get SW alerts whenever my score changes, even if there isn't a credit alert associated with the score change. So, if your score goes up (which is a reasonable assumption based on what's about to happen), you should still be alerted to the score change.
A couple weeks ago I received an alert when my score went up, but there were no credit alerts. This is the explanation that followed:
