Ok, I think I've figured it out. I think this solacegroup.org place is trying to pass itself off as this, legitimate debt collector: http://solacefinancial.com/about.html
Note that the legit collector has a phone number and address right there on their website. The email PDF I got from this other outfit has no address.

That's absolutely meaningless! Spoofing e-mail addresses is almost as old as e-mail itself. I can easily spoof any domain I want for my outgoing mail--and believe me, so can scammers. As for the GMail address noted in another post, you might try reporting it to Google as a potential spam/scam account.

That looks awesome. I live in Kansas City and fly out to Las Vegas about 5 times per year; sometimes I make a jaunt down to LA by car. If I end up going again before January 9, I will definitely check it out.... unless this fake debt collector hauls me off to jail.

I googled this number from the "Verification of debt" PDF she sent me and saw this:

I had a somewhat similar situation last year. Someone contacted me about a payday loan that I had allegedly taken out threatening to refer to their attorneys unless I made payment. I contacted my bk attorney and confirmed that I had included my payday loan debt in bk in 2013. I contacted the company and offered to provide the discharge papers but conveniently they said this loan was taken in 2014 and not included in bk ( I haven't taken a payday loan since my bk). As per my attorneys instructions I asked them to mail me proof of debt. They said they would just take it to court. Needless to say, I never received the proof of debt and never heard from them again.

What information is included in the proof of debt? Would this "collection agency" that called me have to show who the original creditor was and the date the loan was taken out? They told me in order to find out who the original creditor was I'd have to appear in court, which is BS.
I'm just floored that this business exists and it wasn't some obviously overseas call center. These folks sounded as American as you could get. If it's a scam operation, they've done their homework.
I asked them point blank, "IS THIS A COLLECTION AGENCY," and she said "we do mediation to help you settle the debt so you don't have to go to court." When you call them, they don't give you the usual spiel about "This is an attempt to collect a debt and any information obtained will be used for that purpose."
