WSJ article notes that Delta flyers are now only able to enter the SkyClub within 3 hours of their scheduled flight, unless on a known layover delay situation.
Seems fair to me.

Just experienced this limitation this week. Meetings wrapped at noon, flight at 6...figured I would sit in the club, drink some Champagne, enjoy some snacks and relax....nope! Shut down at the door. Told to come back within 3 hours of flight departure as they work to cover overcrowding. Ended up at Chilis...argh...

Previous discussion.
They had announced arrival access would be going away, too...but then did a limited reversal. Access on arrival is still allowed.

As far as airline restaurants go, Chili's isn't bad and is often an upgrade over the food offerings in the SkyClub. They're just forcing you to do what you should have already been doing.
