Lol, that's the issue. We're not sure what mystery department it is. We know it's not an UW because they say this isn't possible. We think it's retentions because they have offers that nobody else does. It usually involves being transferred from normal customer service to a supervisor and then yet another transfer. We're not sure who these people are but if they find us on these forums, please help us to understand!!

Not to make you feel guilty but that would've helped us a heck of a lot. Lol. We really have no clue and apperantly, this stuff hasn't really been tried and tested all that much but many are finding success.

Thanks. I'll probably give it a go again sooner than that using that 24 hour UW number in the hopes of being transferred to the right department. Regarding your other post about faking wanting an APR decrease, that is my approach as well. I couldn't care less about the APR because I just PIF if I'm not in a 0% promo period. Like hazyshd's was, my current APR is 24.99% which is high so I was hoping to get the ball rolling with that.
Honestly, mostly because it took me a few tries to hear that the representative was saying "There are no offers on your account." when it really sounded like "new" instead of "no" I didn't want to ask about the CLI and end up having the accent be a barrier to distinguishing HP from SP.
Got my Barclay card September 2013 with a $500 limit, 6 months later in March 2014 I got a auto increase SP of $1000 bringing my limit to $1500 where it has stayed for about a year. Income = $90,000

I called again this morning and was still denied ("not qualified") an APR reduction and/or a SP CLI. My 1 year of ownership comes in the April so I will try again after that statement cuts.

Back on topic - I received the AF notification letter yesterday and, low and behold, my new APR (after promo expires) is now 14.99%. Thinking that was a good initial sign, I called the backdoor CS number to see if I was also eligible for a SP CLI. Unfortunately, no dice

This is the card that always has the "<9% utilization charge" on it for the month. My other 2 cards are PIF before their statements are cut.

I have a new usair(aviator coming) card with 2200/7500 limit, and an Arrival WMC $0/6500, no af that I just got converted from plus.
I called CSR# on the card and she said no offers on aviator but % decrease on arrival.
Transferred to UW.
He says no offers avail. Hmmm, she transferred me because of an offer.
I ask about aviator, He says, I need your income to look, Gave it and he asked if 3k was ok.
Well yeah!
So now Im hopinh for no hp but I finally broke 10k with Barclay so ita a win.
Edit: It was a 3k cli to $10500 on Aviator.

Try not calling the backdoor number, call the regular number as it seems to work better.
