Good question.... I was interested in doing a small balance transfer, this card immediately caught my attention with the "no transfer fee" but i really got excited after setting up my account and didn't realize that the apr intro is only 4.99% for 12 months and not 0%. So, still going to use it but as i looked at there other products a little better I should have gone with the PenFed Platinum Cash Rewards Visa. This would have been an extremely better choice even after paying the 3% trans fee. It's 5% cash back on gas is also very impressive. I was really tempted to app for it also but being denied the PLOC, I didnt push my luck!

You can app ploc again within 90 days. No additional pull. Many have success apping another product right before their time runs out. Gives you time to use and make 2 or 3 payments. Congrats to you!
ETA: Plat Cash Rewards is a great card. Go for it in a couple months. OR app now and if denied, you can move some of limit from Promise to open it.

Personally I think the Promise card they have is fantastic. No fees of any kind, low interest. Sometimes a CC doesn't have to offer rewards in the traditional sense of cash back or points to be a great card.
