Yes, there are MANY, MANY soliciations for "pre-selected" and other terms sent out and I have no doubt people can go to the proper web site and be apporved, but as far as a "guaranteed pre-approval" I don't see it.
Actually, if one reads the FINE PRINT, even a "PRE-APPROVED" Credit Offer is still always subject to review and if you still meet the criteria that is required when you actually submit the application.

Banks send invitations to apply for its products by email all the time. Have been for quite some time now. Capital One always sends them via email versus snail mail.

As for your WRONG comment as I read your post, it appears that MACYS was offering you an UPGRADE to a product. You stated that you already had a Macys card so I would think they obviously had a history of dealing with you and thus could make an informed decision.
Many people, including me get emails wanting me to upgrade products I already have, take credit increases and other things but it seems to be from people who I have a track record with.
To me it appears the OP is speaking about a NEW OFFER for a card and it is based purely on a pre-selection process which is quite fifferent then a pre-approved process.
What I was stating is that with your Macy's acct they have a track record of you as a customer , even if they are seperate accts. So in essence it was not a offer of new credit per se, but rather an offer of more credit to an existing customer. Much like when I get weekly emails and letters from current Credit cards we have offering me CLI's, etc. They are based on the fact that I have a history with them and they can make an informed decision to offer me new products due to my track record.
I was stating that many people think that when they receive a " pre-selected" or "pre-approved" be it in a e-mail or letter that it is an automatic approval. I see that stated often in posts here, but frankly no responible lender is going to offer them credit without seeing their credit report.
Problem is the OP has already app'ed credit with Chase in the past and they have seen his CBR.
No pre-approved offer is assured of final approval. However a pre-approval is a strong indication that the issuer believes you do possess the qualifications for the product. After all, they did set the parameters (and paid money) for the info the mailing was based on. Denial can happen though if the list is based solely on scoring and either the credit file is thin or short -or- there is an unacceptable baddie lurking behind a good score. Of course if you tank your report since the list was generated that will do ya in too!
