I can only speak from my experience. I've had cards with large CL (some gained through CLI) that I rarely use. I have not yet had CL reduced for any of those cards. YMMV. I'd be interested in hearing others' experiences.
No, I don't think it's bad, unless you're hitting the overall aggregate limit in which lenders are comfortable extending to you.

All things being equal, general formula you can use to estimate aggregate (from all lenders) would be approx 2X your income, and 50%+ your income with a single lender. The single lender would be higher if you had considerable deposits with them (north of $100K, perhaps).
