It is technically possible, though I haven't seen many posts about Bank of America's willingness to convert like this.
I can offer that with CapitalOne you have to request conversion from the EO because customer service reps will tell you they don't have any way to do it and recommend PCing or applying for a new card.
With Chase, they seem very willing to convert as long as the card limit is 5,000 or higher.
US Bank also seems to be fine with it, given at least a 5K limit as well.
Hopefully someone can chime in with experience with BofA specifically!
If you get the limit up to 5k (presumably anyway, not sure if BOA enforces that part), then yes, you just call and ask for a PC to Signature. Will take a few weeks to process but shouldn't be a big deal. And yes, the ordinary CSRs can process it.
I know you were asking about Visa, but when I upgraded my BoA Americard MC to the Cash Rewards MC (limit 5K) it automatically became a World MC. So i am guessing the same would hold true on the Visa side for a siggy.

Chase does require the card be a year old for a Visa Signature upgrade. Other issuers have no such requirement, but it appears Chase just makes it uniform one year for basically any account change (as some changes, such as upgrading to an AF card, do require a year of waiting due to the CARD act). Presumably Chase just makes it less confusing by not allowing any kind of changes until a year passes. Visa Signature upgrades do not legally have to wait a year though.
I have a BoA cash rewards card and it has a CL of $5k but it is not a Visa Signature. I will call tomorrow and see what they say. Will report back.
I have a Bank of America Visa Signature Cash Rewards card, but I have no idea when/if it became a Visa Sig. I've had it a fair few years and one day I started hearing about Visa Signatures and then noticed that my BofA was one. I think they might have just issued it as one to begin with because I don't remember an upgrade and didn't even know what it was till after I had it.
I've never actually used any of the features though, but I suppose it's nice to have. Lol, I do like the Visa Sig logo a little bit better than the basic Visa logo, but that's the only 'benefit' I've ever gotten from it.
