If they are not licensed in your state I do not think they would be able to put anything on your CR. It is a collection activity. But I could be wrong.
Only the parent company needs to be licensed.
FIle complaints with your state AG, their state AG and both BBBs.
Nothing in either the FCRA or the FDCPA requires a CA to be licensed to report to a CRA.
This is an issue of compliance with state law.
Contact your state attorney general to initiate an investigtion of possible violation of state law.

Does IN require that CAs be licensed to collect? Some states don't . . .
As mentioned, they are in violation of state law and only the state can take action(to my knowledge). Contact the agency that oversees their licensings, usually the SoS or AG.
If the debts are valid, I would attempt to work out a PFD/GW of some sort.
Even if complaining to the AG/SoS gets them to remove, chances are another agency will get the debt and they could right back on your report.
