Cap1 Pre Approved email

has anyone ever received a email from Cap1 saying thank you for your loyalty, you're Pre approved for up to 35,000 in Auto Financing.?

Like 3 times a week. We have applied for the finacing late last year but ended up with Chase since the dealer got us a better rate. Remember the key word there is UP TO, but when we applied it told us how much we were approved for and our rates depending on the car, how much they would finance for that car. I forget how much we were approved for, it said up to 35k but i think we were offered 30k when applied if i recall.
