It's pretty easy, say your net check USGov after taxes and health insurance is $2000, you can send whatever you want wherever you want. In her (my wife) case she sends $175 to PenFed where we have a second Mortgage, $200 to our local bank (per paycheck) and the balance to DCU. In my case I work for "Government" but not the same as regular Federal Employees (I'll leave it at that, but I'm not a contractor). I get paid once a month and I can break down my check to go to several different bank accounts too.
My Pay Portal interface is completely different from hers, but there is a place where you can look at your checks, withholding, etc and on that portal you just allocate what goes where - the regular USGov portal is much easier to use and logical.
