Odds of approval?

I will be going on vacation next month and also will start saving for a down payment on a car. (used)

I bank with a credit union and I know they pull Experian as i have a personal secured loan with them that i just paid off within the month.

Little background about me.

Age: 21
Credit score: 686 Experian (7/28/2016)
Income: 20000/year
AAoA: 1.3 years
Negatives: 2 closed Accounts i had when i turned 18. They are both paid off. My last late was over 1 year ago.
Accounts: 3
-Cap one: credit card limit $500
- Discover: credit card limit $500
-personal secured loan: Paid off as of 7/2016. No lates.

I have kept my balances below 20% for the past 6 months. I also live at home so i really dont pay for anything but my phone and insurance.

I know my income is low... Im in school just working in a gym right.now. im looking somewhere around $12-$15k if possible. I will be putting.down 10-20% when ready. Should i hit at least 700 before trying to apply?

I'd ask your CU what the threshold is and what the rates are. In my case my local CU has the same rate between 680-719 so the real goal is 720+. In your case it may be different, but you'll at least know what your rate will be & if you need to shoot for a certian score.
