PenFed Question

So my car is going on 10yrs next year. I owe nothing more on the car and enjoy not having payments. Monday afterwork my car just decieded it didnt want to start so I had it towed into the dealership and low and behold its my starter and battery haha. Had the alternator and battery changed about 3yrs ago. Other than these 2 issues I have had no problems. 

 

So in temptation of a new car I decided to submit an Auto Loan Application with PenFed and go this msg: "Your application has been preliminarily approved for a loan amount of $25,000.00 with a 7.60% APR. Final decision and rate contingent on satisfactory collateral. Mileage, vehicle age, and loan to value restrictions apply." 

So does this basically mean im good to do and just have to submit the car details ect for final terms?
