They say to get financing thru your bank or credit union which I tried.
On Capital One it has my credit score @620. I presentsently have a Honda with $13,500 left on the loan that was appraised for $15,900.
I wanted to trade it in for the same car with lower miliage that's 27,400 at a BMW Dealer. I know theyre going to be even more strick than a credit union or bank.
What are my options?

They will write you with a score of 620 likely depending on DTI and if you have had a repo in the past and what other baddies things are suppressing your score. Will you get a good interest rate absolutely not but that is their job to find a lender that has the risk tolerance for said score. they will find some lender that will likely write you as they deal with super prime to subprime at any dealership even if BMW one they have all kinds of lenders in their pocket books.
