Bankruptcy for senior citizens

My dad has great credit but he also owes about $15,000 on credit cards, most of the money owed is from family members charging on his cards.  Anyways they are not paying him back like they are supposed to and he is struggling with his money to the point that he can't afford normal everyday needs.  He is 74 yrs old in poor health and him worrying all the time about money is making things worse for him.  I'm trying to figure out what I should tell him to do.  He's worried about his credit and how this is going to effect it.  Do you think I should suggest him to file for some kind of bankruptcy?  Will he be able to keep at least one of his credit cards in case of an emergency if he does file bankruptcy?

I think this was posted under Rebuilding your Credit.

 

1.  He needs to (or you do) make it so the no one else can charge on his cc's.  

2.  He (or you) can call and get on a payment plan for all of the cards, except for one -- that can be his emergency card.

3.  If the card is on a payment plan, it is effectively closed.
