Discover Secured Card: Is it an option after burning Discover?

This is probably a silly question, but one I couldn't find in searching through forum posts. 

Will Discover generally decline a secured card application if they were burned in a recent BK? If so, is this a perm blacklist, or is a certain period of time to wait advised?

I burned Discover for $1800 in my BK7.
When I apped for their secured card I was declined and the reason given was “the status of your current/previous Discover account.”
Not what I wanted to hear but I completely get it.
Capital One declined my app for their secured product as well (hit them for about $3k in my BK7.)

I had a secured card with them that I burned in my Chapter 7.  I applied again but I was denied due to previous account.  I was also denied for the unsecured card.  I'm going to try again once I hit the 1 year mark.
