how $850 luxury goods and $1100 cash advance rules works actually

As I read it its over $850 for a good to be luxury and $1100 to EACH creditor so it would be legal to spend up to $849 on diff purchases without it triggering and get $1100 from each creditor in cash advance. I have expenditures that I can't or don't want to avoid and want to make sure Im playing by the rules Ill need a pretty good computer for work since mine broke I need a plane ticket back to US ($1500 from asia) I need Lasik because i cant wear contacts and I surf and do a lot of sports and fitness which will not work w glasses. I know this is more of a want but trust me when youre eyes hurt and make you physically tired from wearing contacts its now a need as i get older because i dont have the energy to spare
