lender quote me 3 years after discharge?

Got a pre-approved letter from Alliant CU for a CC, however, upon calling and letting them know of our bk13 (filed 2011, discharged aug2016) the rep said we need to wait 3 years after the discharge date...why would that be?  after 7 years total, 2 years after discharge, the BK13 won't even be on our report anymore...wonder if he was misinformed or if we missed something?

I would call back and see if they would reconsider their decline; explain that you did not file a Chapter 7 Case. Perhaps their policy does not consider which Chapter was filed. 

Navy Federal has guidance for underwriters on the difference between Chapter 7 and Chapter 13 (as well as dismissed vs. discharged), but they did not have a separate underwriting policy that took the chapter (7 vs. 13) into consideration.
