How does the BBC app/approval affect my personal credit score? If they do a HP, will it show up on my personal file? Would this card count as a new account on my personal file? If I got this card now, would it screw my chances with Elan for the next 12 months?

Freeze your credit before applying. Amex most likely won't need to do an HP if you already have a personal Amex. They haven't on my last few biz cards. Their biz cards also won't show up on your personal credit reporting unless you default.

So, not at all? I am 8 months into gardening and want to get a Fidelity Visa and Max Cash, both Elan cards when I get to 12 months. I know that a new account would almost certainly disaualify me from those. I'd rather have those than the BBC, so that's why I'm asking.
Oh, also, would I be eligible for the BBC SUB even though I got the BCP SUB last year?

Unless it states that you'd be ineligible, you wouldn't be ineligible

Is 12 months the standard recommendation for those cards? I was seven months into a new card when I got my MCP.
NFCU Flagship (Daily Driver) | USAA Rewards (1999 Hooptie)
AmEx BCP (Groceries) | Aven Rewards (Groceries) | Chase Prime (Amazon) | Citi Custom Cash (Dining) | Elan MCP (Utilities)

Well, I am sitting at 3/12 new accounts and 6/12 inqs. You may have been better than that when you got the Max Cash. I just know they are new and inq sensitive and I don't want to chance it.

as stated above, freeze your credit before you apply and there should be 0 personal credit impact unless you go 30+ late and they report the derogatory account
you should very likely be approved with no HP needed and it is very likely you will get the SUB, but you could be denied the SUB because of pop-up jail, but not because of any specific card you got in the past
just FYI, they can yoink limits from your personal cards to make the new business card if needed, a bit after approval, you can move personal limits to the biz card, but you can't move any biz limits to personal cards

Like, how long after approval can/do they do this?

if they're going to take from your personal limits to make the biz card, they will do it right at approval. it's not something that always happens, it's just possible.
if you want to go in and move limit from your personal cards to the biz card, you should be able to do so after about a month or so, give or take

If you already have an Amex card, there will almost definitely be no HP.
If this is your first Amex card, there would be a HP on one bureau, and yes that would show in your personal credit.
The approval and account information would not appear in your personal credit.
I don't think it would negatively affect your application with anyone.
