if i barely travel, is this card still worth it? I've seen a lot of talk about this sign up offer recently, and was wondering if it might still be worth the annual fee and minimum spend for that amount of points. thanks
250k points is exceptionally large for this card. Though, the offer is targeted and requires $15,000 in spend over the first 3 months.
When you say "barely travel", just how much travel are you expecting and exactly how would you travel (air, car, train, hotel, air bnb, Uber, etc.)?

I've never had an AMEX plat biz card before, so i would probably qualify for the offer if i find the offer
I travel maybe once or twice a year and mainly utilize hotels, however, i already have points with marriott, IHG, and hyatt, so I believe I'm covered. I'm just curious if i should just signup for this offer and just bank the points for future travel. But I feel people will just recommend me not to do this due to devaluation of points and such

The targeted offer isn't easily available. For me, the best I have seen is 190k points without logging into my Amex online account. You also need to be certain that you can meet the $15,000 minimum spend within 3 months.
Since it doesn't sound like you would be able to easily use the airline perks or transfer partners, your most likely use of the card might be for hotel stays. Would Choice, Hilton, or Marriott be useful/convenient for your travels? Besides being Membership Rewards transfer partners, the Platinum card also provides Gold Elite status for Hilton and Marriott.
Estimate a value of 1 cent per Membership Rewards point based on mainstream USA hotel stays. You could find better values through international hotel stays or by using the Fine Hotels and Resorts benefit.
Edit to add... also look through the various "coupon book" monthly and annual credits. I use those with my personal Platinum card and actually make a profit over the annual fee.
If you can use the monthly/quarterly/biannually biz credits of the Amex Plat biz card, its net AF becomes slightly negative and it might be good to have the card with limited travels. Anyway, due to vanishing the Dell credit from the next year, the net AF becomes positive and with limited travels, it might be hard to justify to keep the card further.
The Amex Plat is a charge card and you need to PIF in the first three months (15k in cash), to get the SUB. I do prefer credit cards that provide 0% APR in the first year. Anyway, the maximum SUB offer that I saw at my end was 190k. I may consider this card at the middle of this year, but not now.
