Today I checked the prequal site & saw two offers for IT & Chrome. I already have an IT @ 12K, but both offers were 14 months 0% BT and I thought "Why not?" So, after fretting over the decision long enough to time out my appl, finally I re-apped and hit SUBMIT, the wheel spun for 20 seconds and I got APPROVED. Cool. Then I checked the "see how much link" and it said 3K, lower than I was hoping for. Questions:
1) Can/should I recon the amount, and with what level of confidence in a positive outcome?
2) If 1 is a no go, how soon can a CLI be gotten?
3) I had requested BT (hoping for a larger CL) and filled in info on a 5K balance -- upon issue, will they pay part of that 5K up to the card's limit or just ignore the request?
4) the 1st time @ the prequal site I selected "cash back" as what I was interested in and, as mentioned above, was offered both the IT and the Chrome. I decided on the Chrome because: I think the cash back (especially with the match) will play better for the year than the IT; I already have an IT. But the 2nd time I selected "balance transfer" as my reason and instead got 2 offers but both for the IT. Can I switch the card while they're still working on it up there? Is there value in just keeping the two IT cards and combining them at some point?

Old Card 1: 12K CL
New Card 2: 3K CL
If I want to combine them both after Month 3 of Card 2's lifetime, you are saying I should wait on checking the CLI opportunities until calling to request a CSR combine them first? Then ask for a CLI? Does this mean if one has multiple cards they can only get increases on one of them? If between now and Month 3 I get another CLI on Card 1 will that prevent the Month 3 CLI for Card 2, or the combine card Month 3 CLI?

Yes, you can combine after the 3 months whenever your next credit limit increase is available (don't accept) on the card you want to allocate all or part of the balance to. You just call in and it's easy. You'll also get the credit limit increase at that time.
Discover policy might have changed in the last few months, because it was previously my understanding that the new card had to be at least 12 months (1 year) old before the two cards could be combined. Also, I asked Discover CS last week about reallocating a portion of my limit from the older card to the newer card, and the answer I got back seemed to indicate that wasn't possible and I should ask for a CLI on the newer card instead.

I don't think I'd want to combine before 12 months because the double cb bonus for 1st year would surely be forfeited. Next year at this time would be a different scenario.

Well, in my own scenario, I'm planning to combine the older card (obtained March 2017) into the newer card (opened March 2018), so the double CB bonus for the newer card still ought to be active as well as the 0% APR promo period.
That makes sense. My older card is from 2012 so I'd want to keep it.
