2nd UPDATE (12/11/20): I received the rejection letter. "Too many accounts in 24 months per TU." I am at 6/24 currently. I also had a C/O with Chase in 2007 but that was not mentioned in the letter. They pulled TU & EX but the letter does not mention EX.
UPDATE (12/4/20): I unthawed TU & EX and jumped in the deep end. Instant Denial. I burned Chase in BK7 12 years ago so we shall see what the denial letter says. F08 TU/EX = 750, UTIL=16%, no baddies, exactly 5/24. Thanks to eveyone who commented on my original post.
My CRs have been on ice for 4 years. Recently my BK7's have dropped so I signed up for the "opt in" for pre-screened offers. Today I received a Chase FU offer in the mail. It shows a specific APR (21.5%). However, when I go to the "pre-qualify" page at Chase, it says "no offers found" I suspect the pre-qual cannot pull through the ice. I am exactly at 5/24.
My son-in-law received a similar mailer but he is in the USAF and use my address as his home base. He told me I could open his letter and he received a specific APR (23.5%) as well. So I am not sure if this is a marketing mailer or a real, actual offer.
Any suggestions? Is the mail offer a "real" offer and should I thaw and pull the trigger? FICO scores about 750, UITL <20%.
Those mailers are marketing and are processed through a third party company on behalf of chase. Since you're at 5/24 you'd almost certainly be denied IMO. In your position the only way around 5/24 typically is having a black star/green star offer in your Chase online portal, or even better yet stopping into a local branch as their in branch pre-approval checks are the most accurate out of anything. If it were me, I would not thaw and apply, because it'll likely be 2 wasted HPs.

I second what was previously said. Best chances of approval if not showing in your main offers or Credit Journey offers is to go in-branch. If you have an existing banking relationship, the banker can even help right a letter in your favor at time of application. No guarantees, but there's plenty of people who've had success with this method.

This ^^^ OP.
I would venture to assume the invitation states "pre-selected", not pre-approved, even if it provides a solid APR. Unless you thaw or are fully opted-in for pre-screened offers where Chase can yield a pre-approval in-branch or online as a green/black star with a solid APR, I would not try until you're below 5/24.
What if the mailer has an invitation code? I have heard instances where people were actually approved with over 5/24, provided they applied with the code from the mailer. I suppose the only way to find out is to try and see ....

@Anonymous - The invitation code is only for tracking purposes associated with that marketing offer regardless if the opt-out language is provided - the latter is for regulatory compliance.
Pre-selected invitations to apply are not a pre-approved offers.

From my experience, If it has a set APR it's a pre-qual offer. I never got any online pre-qual offers but did receive a mail offer, which I accepted and was approved.
Hi, I got the same letter last week and I am currently at 6/24. It said "pre-selected" with a fixed APR. I am not due to fall under 5/24 until November 2021. I used the invitation code, applied and was instantly approved. Based on my experience, I would highly recommend going forward with it if nothing major has changed on your credit report and your income meets their requirement.
Instant denial. F08 TU &EX = 750. No baddies, exactly at 5/24. I burned Chase 12 years ago in BK7 so the denial letter will be interesting.
Man, that sucks... Idk why they do that either. They sent me a marketing email saying that I could apply for the CSP. If I really want a card, I would go directly to branch.
