Ive goten a hard 14.99 offer in the mail, today the online offer dropped to 12.99

Citi double cash is showing on prequal for 22.99 . Ive heard rumors that on approval they had lower APRs Is this accurate in some cases?

What order should I app?
Im thinking discover to lock in the 12.99 without effecting what they saw, then Citi, then Salimae?

Sallie first, they are the more inq sensitive, and then Double Cash and then Discover.
I will caution you that I have not heard of Citi lowering APRs right away, though. If that's a concern, be careful. They cannot lower it at first because you'll be in a 0% period and after that there is still no guarantee of them lowering it.
If you're being offered a 12% Discover, a 22% Citi card sounds atrocious to me personally. It's almost an insult. Look into a Quicksilver -- at least check the prequals and see what APR they'd offer you.
Citi has been known to raise a starting limit on a Double Cash with a 2nd HP right away but not change the APR that I'm aware of.
Do you plan on carrying a balance? If not then the APR shouldn't matter. Double Cash is really only worthwhile if you don't carry. Otherwise you are getting 1% and then another 1% on whenever you make the payment.
Either way, ignore the QS suggestions. Cap1 will triple pull and not worth it for their sub par product.
Don't know if you apped yet, but depending on how many INQ in last 6 months, go City, Barclay, Discover.
I've heard if you cold app for the double cash you can get a lower initial APR than the pre-qual offer.

0.5% less in rewards, awarded instantly, no FTF, no redemption minimums, is not exactly "subpar". You may not like Cap One but the Quicksilver is a fine product and at least they are willing to give decent APRs on it. Whether you "plan on carrying a balance" or not, you should always seek a lower APR. I mean, why not?
Anyway, seems OP got a decent limit on Double Cash, and maybe they'll lower the APR over time.
